What is oqood?
The Dubai Land Department register that proves you own an off-plan unit before there is a title deed. Article 3 of Law No. 13 of 2008 says a sale that is never entered on it is void, so this is the one document to verify yourself. Where to buy property in Dubai if you have never bought here before
Start with somewhere that has a resale record. If you cannot look up what units in that building or community actually sold for over the last two years, you are guessing at your exit price. That single filter removes most of the risky options.
Is off-plan or ready property the better buy?
Ready removes the two risks that hurt people most, delay and specification drift. Off-plan gives you a lower entry price and a payment plan, in exchange for taking those risks on. Neither is better in the abstract, it depends on whether you need the unit finished on a date.

Do you need to be a UAE resident to buy?
No. Foreign nationals can buy freehold in designated zones without residency, and you do not need to be in the country for most of the process. Residency and the Golden Visa are a consequence of buying at certain values, not a requirement for it.
What does buying actually cost beyond the price?
Budget roughly 6 to 8 percent on top of the purchase price. The Dubai Land Department transfer fee is the largest single item at 4 percent, then agency commission, trustee and registration fees, and mortgage costs if you are financing.
Then the recurring side. Service charges run about 10 to 30 AED per square foot for apartments and past 50 in prime towers, and you can look up your exact building on the RERA service charge index through the DLD site or the Dubai REST app. There is also a 5 percent housing fee on annual rental value, collected through your DEWA bill, which almost every yield pitch leaves out.
